Find gaps: Look for columns (criteria) with few green cells
Prioritize required: Required criteria should have multiple projects covering them
Balance coverage: Ideally, each criterion has 2-3 projects with evidence
Spot weak projects: Projects with only 1-2 criteria might not be worth including
